Targets in terms to teledensity and rural teledensity have often been made of policies and programs to meet the desired objectives. Traditionally, Government owned operators to incumbent service provider were mandated to roll out as one of the programmers of the government or for the private sector. However, in the last decade, where the region witnessed repaid liberalization and privatization, it become necessary that the responsibility of meeting the targets be shared between the traditional governments owned mono polices and new entrants. Telecommunication grew at a rapid pace as a result of liberalization; roll networks in rural areas still remains a cause of concern. There has been a general reluctance amongst new entrants to meet their roll our obligations in rural areas. To encourage rural roll out, most of the countries have now established or are in the process of establishing incentive based funding mechanism.
