Center for Progressive Learning, Inc.(CPL), a not-for-profit organization, established its Individual Family Care (IFC) program in 1988 to monitor the care of adults with developmental disabilities living in state licensed foster homes located throughout Maryland. Our program, Changing People’s Lives, supports individuals with intellectual and developmental disabilities to live healthy and fulfilling lives in the community. In September 2013, CPL expanded services to include behavioral health merging with First Step, a state certified Outpatient Substance Abuse Program and Youth Service Bureau located in Baltimore County. Since CPL’s founding, our dedicated host families and staff have worked together to provide loving, nurturing homes for children and adults with special needs living in communities throughout Maryland. We have experienced the fulfillment of watching young children with developmental disabilities grow into self-confident, active members of their communities. At the other end of the age spectrum, many of the adults in our Individual Family Care (IFC) program are now enjoying the relaxation and freedom of retirement. We provide services from infancy through old age. DEVELOPMENTAL DISABILITIES With the support of their care providers, the adults in our IFC Program have the opportunity to participate in community life and to achieve their personal dreams. We have seen the difference caring people can make by giving individuals with special needs lives filled with dignity and love. First Step Behavioral Health Program For the past 35 years, as a solution-focused treatment agency, our goal has been to help individuals uncover their true potential and empower them to lead lives that are worth celebrating. By applying best practice and evidence based treatment approaches and techniques, we provide the guidance and support that will assist them in coping with long-standing behavior patterns or negative perceptions that may be holding them back from experiencing a more fulfilling and meaningful life.First Step provides counseling and guidance that support individuals during challenging events in their lives and that are tailored to each individual’s personal goals.
