Disability Counsel is a specialist consultancy providing evidence-based developmental education and positive behaviour support services across Australia. This dual-specialty foundation allows us to address presentations involving profound intellectual disability, autism, mental health conditions, dementia, neurodegenerative conditions, and acquired brain injury with clinical rigour and person-centric support. Founded and led by Dr Fiona J Davis, a practitioner with over 35 years of clinical experience and dual specialist credentials, Disability Counsel has built its reputation exclusively through professional referrals. Additionally, we provide a comprehensive clinical supervision service to practitioners nationally, offering governance, mentoring, and quality oversight in positive behaviour support and developmental educator, including NDIS requirements. Our supervision model elevates practitioner competence through evidence-based protocols, reflective practice, and accountability structures that ensure clinical excellence and regulatory compliance. Dr Davis has developed a four-domain model that integrates capability development and relational practice within and across PBS delivery, rather than adopting a predominantly compliance-driven approach.
