Effective Owner Ngo

Effective Owner was founded in 2012 as experts initiative and educational movement to raise conciousness of citizens regarding collective management of joint property. We work in the area of the property rights legislation and help people to learn how they can independently and effectively manage their common property through self-organisation mechanisms. The main focus area of Effective Owner is education. Citizens' unawareness of their ownership rights represents a huge problem in Ukraine today. Wide support of progressive reforms is very unlikely given the current state of people's knowledge. Ukrainians do not support projects that offer positive qualitive changes because they don't understand them. Usually citizens are unable to tell reformative initiatives from populistic promices. To remedy the situation Effective Owner organises lectures, seminars and panels devoted to explanation of flaws in current legislation in the area of property rights formalisation and common property management. We explain which changes are required and why. We also publish educational materials and booklets about effective functioning of the basic institutions of civil society and self-organisation mechanisms (condominiums, housing cooperatives and homeowners associations). Another important area is offering help to those who came face-to-face with problems caused by flaws in current Ukrainian legislation. So in order to give councelling and legal advice to those who need it our office was open in April 2012. Anh last but not least we put a lot of efforts into working out and lobbying draft laws designed to improve our lives. Offering help to those who fell victim to our imperfect laws we come to better understanding of what changes are required. Our educational activity will help as many people as possible understand why these changes are necessary and speed up their implementation.
