Gouveia Solutions is a native American-Hawaiian owned small business with its main office located in Ashburn, Virginia. Walt Gouveia, born and raised on the Oahu island of Hawaii with native heritage, is the majority owner. The remaining principals each have over 20 years experience in a variety of disciplines including: • government acquisition of products and services • government construction planning and development • proposal, program and project management in the commercial as well as government sector • information technology product and services delivery • carbon foot printing, sustainability analysis, energy efficiency actions • security assessment Gouveia Solutions has a seasoned “gray hair” team to provide leadership, solution development planning and implementation, resource planning and allocation and program/project implementation and execution within the following areas: • Technical Solutions and Service – resources to work with FEMA engineering; IT and operations support; requirements development and analysis, program life-cycle planning and design, solution execution, delivery, operations and maintenance • Program Operations, Management Solutions and Services – program design; start up and operations support; contractor auditing, WBS, resource scheduliong and budgeting, project controls, earned value management, metrics collection, analysis and reporting • Government Acquisition Solutions and Services – program and acquisition services, RFx development; independent verification and validation – program validation and budget cycle support, drafting RFx documents, statement of objectives (SOO), statement of work (SOW), contractor proposal analysis and evaluation, program deliverable (CLIN) auditing and verification.
