35 years’ experience handling complex environmental and land use law and litigation, alternative dispute resolution (mediation and arbitration), and select policy issues. Based in San Francisco and Marin County, CA, with admissions to practice law in California, Texas, New York, and Oregon. Also admitted to practice before the U.S. Supreme Court, the Fifth and Ninth Circuit Federal Courts of Appeals, and federal district courts in California and Texas. Mr. Haroff is a certified California mediator and arbitrator and a past participant in the Program on Negotiation at Harvard Law School. In helping parties resolve complex disputes, he has been praised for his ability to “keep adversaries at the table working toward a solution.” Mr. Haroff is a member of the City Council for the City of Larkspur, California, and has served two terms as the City's Mayor. He also is a Member of the Board of Directors of MCE Clean Energy, California’s first non-profit community choice aggregation energy provider serving customers in Marin, Napa, Solano, and Contra Costa Counties. He currently serves as the Chair of the Board’s Executive Committee. Mr. Haroff is a graduate of Cornell Law School (J.D,1981); Cornell University’s Johnson Graduate School of Management (M.B.A. with distinction, 1981); and Cornell’s College of Arts & Sciences (joint B.A. in philosophy and psychology, 1977).
