Independent Policy Analysis

Independent Policy Analysis (IPA) is a small advisory service with over 20 years’ experience delivering independent, evidence-based policy advice in public finance and governance. IPA specialises in select, meaningful projects that help governments and partners drive real reform. IPA supports reforms across the public finance cycle, from revenue generation to expenditure, control, and audit, always with transparency, participation, and accountability at the core. Work spans fiscal policy, debt management, PFM, PIM, and infrastructure governance. IPA has worked with international organisations, national and local governments, civil society, and multistakeholder initiatives. A special partnership has been forged with CoST – the Infrastructure Transparency Initiative – for almost a decade, aligning infrastructure transparency with stronger PFM and PIM systems. IPA helps local governments to assess and strengthen fiscal openness and design tailored strategies that improve governance, efficiency, and service delivery. Drawing on internationally recognised tools and standards, and with a lean and flexible structure, IPA delivers practical results. IPA also supports partners in formulating and implementing OGP action plans in areas such as fiscal openness, anti-corruption and integrity, and public participation. This ensures commitments are both ambitious and achievable, firmly grounded in evidence and co-creation.
