National Procurement Authority Npa

In an effort to enhance the transparency, efficiency, and effectiveness of the public procurement system in Afghahnistan, the National Procurement Authority (NPA) was established to spearhead significant institutional reforms. This initiative, funded by the World Bank, aims to boost economic growth, effectively control financial expenditure, and eliminate corruption. The NPA, operating under the structure of the Administrative Office, was officially founded on July 20, 2014, marked by the issuance of a key decree. Further reforms and restructuring followed, leading to the creation of a more robust governance structure within the procurement system, which now includes several dedicated directorates: Procurement Policy Directorate (PPD) Contracts Implementation Monitoring Directorate (CIMD) Procurement Facilitation Directorate (PFD) National Procurement Commission Directorate (NPCD) Each directorate plays a critical role in overseeing and improving various aspects of procurement processes. Notably, the NPA has been instrumental in the implementation of an e-procurement system that enhances accessibility and transparency in bidding and contracting processes. Additionally, the establishment of a procurement training institute has been a significant step toward building capacity and standardizing procurement practices across government entities. The NPA’s efforts have led to the publication of over contracts, greatly increasing transparency and accountability in public spending. These initiatives have twice improved the country's ranking in the Transparency International Corruption Perceptions Index (TI CPI), reflecting progress in combating corruption and enhancing governance standards. These measures collectively support the NPA’s overarching goal of reforming and modernizing the public procurement landscape to better serve its stakeholders and the public, with the backing and financial support of the World Bank.
