تحصل المصـرف مـن قبـل الجهات المختصة علـى إذن مزاولة النشاط سنة 2008م في شكل شركة مساهمة ليبية برأس مكتتب فيه 600 مليون دينار ليبـي منـاصفة بيـن المصرف الليبــي الخــارجـي وجهــاز قـطـر للاستثمـار الـذي تنـازل لاحقـاً إلى قطر القــابضـة، تم تخفيضه إلى 250 مليون دينار والمدفوع منه 100 مليون دينار خلال سنة 2018م والتحول إلى مصرف إسلامي بالكامل ، منطلقـاً من فكــرة أن الإدارة السليمـة والبيئـة شرطــان أساسيان لقيام نظام مصرفي سليم ومطلبان ضروريان لتحقيق المصـرفي وتطويـر أدائه بهدف الوصول بالمصرف إلى مطاف المؤسسات العالمية وبمعايير قياسية، مما ينعكـس بدوره بشكل إيجابي على القطاع المصرفي في ليبيـا بصفـة عـامة.
