Ocef - Off Grid Clean Energy Facility

La Facilité pour l'Energie Propre Hors Réseau (OCEF) est une activité du Millennium Challenge Account - Bénin II visant à porter l'électricité dans les zones isolées du Bénin, non-connectées au réseau conventionnel. Conçue pour cinq ans (2017-2022), elle consiste en un fonds à frais partagés pour accompagner les promoteurs de projets d'électrification hors-réseau et d’efficacité énergétique. Des subventions sont accordées aux entreprises privées nationales et internationales, organisation communautaires, ONGs & autres. qui proposent des solutions d'électrification hors réseau viables et d’efficacité énergétique au Bénin. Le nordique NIRAS est le cabinet conseil en charge de la gestion de l'OCEF. Le logiciel SmartME a été mis en place afin de garantir une transparence à toutes les étapes pour le processus de sélection. Ainsi, les bénéficiaires sont sélectionnés par des structures indépendantes; l'OCEF ne choisit donc pas les bénéficiaires mais s'inscrit dans un processus prédéfinit- The Off-Grid Clean Energy Facility (OCEF) is a project of the Millennium Challenge Account - Bénin II, aiming at providing access to electricity in isolated zones of Benin which are not connected to the national electricity grid. OCEF consists of a 5 years'(2017-2022) Challenge Fund with a matching grant element, coupled with technical assistance to promoters. OCEF aims to increase access to electricity for the currently unserviced population in rural & peri-urban areas by facilitating investment in the off-grid electric power sector via grants to national & international private companies, community organisations, NGOs & other. providing viable off-grid clean energy solutions for Benin. OCEF's management has been entrusted to the Nordic consultancy firm NIRAS. Using the software SmartME guarantees transparency at all steps of the selection process. Grantees are selected by independent committees; OCEF does therefore not select beneficiaries as it respects predefined processes.
