Operation Threshold

Operation Threshold is a part of a larger Community Action network. It is one of nearly 1,100 Community Action Agencies across the country and one of eighteen in Iowa. The Community Action movement arose from the passage of the Economic Opportunity Act of 1964 and the nation's declaration of the "war on poverty." Through this act, President Johnson and Congress provided the mechanism for establishing grassroots involvement in the planning and administration of anti-poverty programs. Operation Threshold is an Iowa Community Action Agency proudly serving Black Hawk, Buchanan, and Grundy Counties. The mission of Operation Threshold is to collaborate, educate, and provide services to help meet the basic needs of people and create opportunities for self-sufficiency.
