What is a No-Risk Investment? A tax certificate is an enforceable first lien against the property for unpaid real estate property tax. The certificate holder (You) is an independent investor who actually pays the tax for a property owner in exchange for a competitive bid rate of return on the investment. To redeem a tax certificate on their property, the homeowner must pay the delinquent taxes, accrued interest, collection fee and advertising costs to the independent investor. If the certificate is not redeemed, the investor may file to have the property sold at a Judicial Auction in order to collect any proceeds from the sale. Additionally, the investor can elect to transfer the title to their name and retain the property
