In my 28 years of capital investment construction, major maintenance overhauls, outages, and turnarounds I have had opportunities to see both great successful projects, as well as complete project failures. I have found in each trends that taught me the characteristics of each. What to do's, and what not to do's of a project. If projects have Safety, Quality, Productivity,(SQP) incorporated from the project charter, they historically face less obstacles than projects that ignore these core values. It has been said that project oversights in the office cost $1 dollar to repair, in the shop $2 dollars to repair, but in the field, they cost $10 dollars to repair. My top objective is to assist in planning to avoid the obstacles at their cheapest impact phase, the office. My second objective is to validate procurement vendors, sub-contracted labor efforts for equipment or shop fabrication, safety reviews of sub-contractors that are more robust than the standard OSHA 300 log reviews, sub-contractor quality SOP reviews, and qualification of their employees. I also perform documented vendor, or shop audits where equipment or fabrication efforts have been employed on a project to identify any deficiencies upfront and early to ensure expectations of clients are met. Often these audits ensure compliance with codes, ASME, NBIC, and project schedule adherence. Once equipment or shop fabrications arrive to project site, if deficiencies are identified at that point. They are exponentially more impactful to project cost, schedule, and could lead to other sub-contractor change orders for their delays. My third objective is to provide field oversight of project execution. Too many times I have witnessed projects during this phase get inaccurate reporting from the field by subcontractors to clients thinking their project is on track, only to realize too late they have a delay. I believe sub-contractors do what you inspect not what you expect. I provide the inspection and feedback.
