Hedgerow provides HUD Utility Allowance Studies for owners and management companies to see if there is a potential for savings from the amount mandated by the PHA or public housing authority. We can perform these a number of ways including the following. Engineering Based Approach where we simulate the building and energy use and arrive at anticipated utility costs using the current utility provider rates. Consumption Based Approach where we take actual billing data based on the residents’ consumption over a 12-month period and come up with average cost per apartment. Hedgerow is a MD Department of Housing & Community Development, VHDA, DHCD and North Carolina Housing Finance Agency approved Engineering Professional deemed qualified to calculate utility allowances under the Federal Low-Income Housing Tax.
