The Targeted Outreach Program (TOP) is international health NGO Population Services International's flagship HIV program in Myanmar. Launched in 2004, TOP offers diagnosis, prevention, and treatment services to at-risk populations, including men who have sex with men and female sex workers. TOP consists of 18 drop-in centers across Myanmar that provide HIV care services based on a cascade care model.
