As a designated "Qualified Purchaser" of vendors' accounts receivable under Illinois' Vendor Payment Program, VAP pays vendors 100% of their unpaid invoice value for the rights to future payments. State government vendors that register with VAP receive immediate financial relief through faster payments, friendly customer service, and fair financing. Our goal is to help vendors finance operations, better manage cash flow, recognize revenues earlier, and bid more competitively on State contracts.
