On the idea and initiative of Dashgin Gulmamedov on May 20, 2019, in Montenegro had started work on the creation of the International Biographical Database "World Encyclopaedia of Personal Information". The website was activated on September 10, 2019. The Global Editorial Board of the "World Encyclopedia of Personal Information" was established on September 15, 2019. The process of information, technical development, planning and establishment of the International Curriculum Vitae of "World Encyclopedia of Personal Information" were supervised by Dashgin Gulmamedov and Serhii Hnatiuk. For successful work on the site, on May 20, 2019, the company WELUS D.O.O. was created in Montenegro. WELUS D.O.O. was engaged in the technical planning and development of the website. Work on information and technical development, creation of an online resource of "World Encyclopedia of Personal Information" based on the idea of Dashgin Gulmamedov, was completed by September 2022. The global editorial offices started their activities in Azerbaijan, Poland, Germany, Ukraine, Georgia, Montenegro and Turkey. Since September 2021, work has begun in Ukraine on the creation of a website Dashgin Gulmamedov, Serhii Hnatiuk and the team of the WEPI Global Editorial Board participated in the implementation of the idea, as well as the development of the resource. Oksana Naumenko, Viktoriia Hnatiuk, Iryna Manko, Khagani Eminov, Veysel Buruldai and other members of the WEPI team actively participated in the development of the International Biographical Database "World Encyclopedia of Personal Information". The main office of WEPI LLC is located in Tbilisi, Georgia. The Global Editorial Office is located in London, Great Britain.
