Based in Maryland, founders Jonathan Foley and John O’Brien have over 60 years of hands-on experience developing, implementing, managing, and evaluating health programs and services. Most recently, Mr. Foley and Mr. O’Brien served as senior executives at the US Office of Personnel Management (OPM) where their responsibilities included managing the Federal Employee Health Benefits (FEHB) program, which serves 8.2 million individuals, and implementing the Multi-State Plan program, which offers insurance products on exchanges as required by the Affordable Care Act. With deep expertise at the intersection of policy and operations, we are pragmatists who help organizations improve in rapidly changing conditions across local, state and federal regulatory environments, the private insurance market and health care systems.
