ZIMDEF was established in terms of the Manpower Planning and Development Act [Chapter 28:02]. Its mandate is to mobilise resources for human skills development and innovation within Zimbabwe. It is an agent of the Government of Zimbabwe falling under the purview of the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development. ZIMDEF is a also a champion and key enabler of the Heritage Based Education 5.0
