پیرو تحولات اخیر در برنامه ریزی و سیاست گذاری های توسعه صنعت گردشگری درکشور و نیاز به سرمایه گذاری و فعالیت گسترده بخش خصوصی در احداث فضاها و تاسیسات گردشگری و بهره برداری تخصصی و ارائه خدمات کیفی مناسب به گردشگران داخلی و خارجی و نظر به گستردگی منابع گردشگری و عزم بالای مسئولین و مدیران ارشد کشور در این راستا ، تعدادی از فعالان و شرکتهای دارای سوابق اجرائی و پیشینه تجربی قابل توجه در زمینه های مختلف این صنعت را بر آن داشت تا با همکاری نزدیکتر و در قالب کنسرسیوم همکاری و با استفاده از حداکثر توانمندی های کارشناسی و فنی خود ، اقداماتی را برای توسعه این فضاها به انجام رسانند. فعالیت این کنسرسیوم در احداث این فضاها به روش e.p.c.f بوده و تنها با اتکا به توانمندی های مالی و منابع سرمایه گذاری مجموعه خود و استفاده از مشوق ها و تسهیلات قانونی صورت می پذیرد. اعضا کنسرسیوم همکاری توسعه فضاهای گردشگری به شرح ذیل می باشند: انجمن های فعال در زمینه های گردشگری سلامت ، طبیعت گردی ، فرهنگی ،ورزشی و. مراکز پژوهشی و تحقیقاتی وابسته به مراکز علمی و سازمانها شرکتهای توسعه گردشگری وابسته به سازمان های مرتبط و معاونت های گردشگری استانها شرکتهای مدیریت طرحی پایه یک دارای سوابق اجرائی طرحهای بزرگ در سطح کشور شرکتهای مهندسین مشاور دارای رتبه بندی درجه یک درکلیه زمینه های تخصصی شرکتهای ساختمانی دارای رتبه بندی حداقل درجه دو در رشته های ابنیه ، راه و تاسیسات شرکتهای سرمایه گذاری مورد تائید حداقل دو شرکت مدیریت طرح شرکتهای بهره بردار داخلی و خارجی مورد تائید سازمانهای ذیربط شرکتهای ارائه دهنده تجهیزات کاربری های اقامتی ، درمانی ، ورزشی و فرهنگی و غیره که دارای تائیدیه ازسازمانهای ذیربط می باشند. موسسات تورگردان تخصصی دارای صلاحیت از معاونت گردشگری اساتید با تجربه و هیئت علمی دانشگاه های مرتبط با مجموعه شرکتهای عرضه کننده خدمات تبلیغاتی و مدیریت اطلاعات که دارای تجارب ارزشمندی درطرحهای بزرگ گردشگریمی باشند.
