RADEI is a regional development agency founded in 2002 by City of Belgrade, supported by EU operational grant. RADEI is a key coordinator of the development of the Belgrade Region. Through development, implementation and monitoring of national programs, aiming to support balanced regional development, SMEs competitiveness and EU integration process, we have reached more than clients, delivered over consulting services, performed 1.246 trainings and 66 mentoring services. RADEI organized 11 fairs and 14 B2B events. RADEI represents the key factor of development processes of Belgrade Region, with the role to serve as a neutral broker and networking meeting point for public, private and civil sector in the region. RADEI staff has an extensive experience in project management funded by EU, international and national donors. Our staff is experienced in the project management cycle as a whole, from preparation phase, through implementation, coordination and monitoring, as well as in reporting and dissemination of the results. RADEI successfully prepared and implemented projects funded by EU, international and bilateral donors, as well as national funds in sectors of regional cooperation, socio-economic development, entrepreneurship, youth education, competitiveness and innovation. We support City of Belgrade in project preparation and implementation. We have an active role in Serbia’s accession negotiations and national IPA programming. RADEI is raising awareness on EU integration process, available EU funds, educates on EU project preparation, and prepares stakeholders for IPARD funds. RADEI is a focal point for: • Strategic development of the City of Belgrade as a European region • European integration process in the Belgrade region • Coordination of funding sources and activities for the realization of projects • Strong support to SME sector.

The Office for Dual Education and the National Qualifications Framework is founded on the basis of a regulation adopted by the Government of the Republic of Serbia, that came into force on November 18, 2022. The Office is established in order to ensure the completion of professional and technical tasks of common interest of the Government and other relevant state bodies in the sector of dual VET and dual higher education. Main activities of the Office are designing strategies, development and action plans in the field of dual education, and implementing measures taken in this field by relevant state bodies. The Office prepares drafts of laws and bylaws on dual education in secondary and higher education, career guidance and counseling, as well as on the National Qualifications Framework of the Republic of Serbia (NQFS). The Office monitors the developments in the field of dual education, prepares methodologies, conducts analysis, studies and reports, and it also brings about initiatives to resolve any issues in the field. In addition, the scope of the Office’s work is to improve social partnership, securing professional support for social partners included in the processes of dual education and NQFS. Besides relevant government administration bodies, these also include educational institutions incorporated in the system of dual education.

Competitiveness And Jobs Project
Serbia was granted a loan of the International Bank for Reconstruction and Development to improve the competitiveness and employment. The main goal of the Project is to improve the efficiency and coordination of selected programs to mitigate the constraints for competitiveness and job creation, including investment and export promotion, innovation, active labour market programs, employment mediation and activation of users of social assistance. Project incorporates three ministries — the Ministry of Economy, Ministry of Education, Science and Technological Development, Ministry of Labour, Employment, Veteran and Social Affairs (with National Employment Service) and Public Policy Secretariat (PPS) in the implementation and piloting of the policy planning, monitoring and coordination framework (PPMC system). The PPS will lead the implementation of the PPMC system, and coordinate the gathering and processing of the results of the monitoring, reporting, fiduciary functions and safeguard procedures with participating institutions. The Project Development Objective is to improve the effectiveness and coordination of selected public programs to alleviate constraints to competitiveness and jobs creation including investment and export promotion, innovation, active labor market programs, labor intermediation, and activation of social assistance beneficiaries and their transition into formal jobs. The project focuses on a targeted set of achievable reforms of existing policies - as well as the effectiveness of their implementation - which have been identified as key drivers of the competitiveness and jobs agenda by the Bank, as well as other relevant analytical work. State Union Of Serbia And Montenegro - Council Of Ministers
The State Union of Serbia and Montenegro institutions (from Feb 4th 2003) are the following: the Assembly, the President, the Council of Ministers and the Court. Legislative power is vested in the Assembly, executive power is vested in the Council of Ministers and judicial power is vested in the Court of Serbia and Montenegro. The President of Serbia and Montenegro presides over the Council of Ministers. In addition to the President of Serbia and Montenegro, the Council of Ministers also includes the Minister of Foreign Affairs, the Minister of Defense, the Minister of International Economic Relations, the Minister of Internal Economic Relations and the Minister of Human and Minority Rights. The Council of Ministers charts and implements the policy of Serbia and Montenegro in tune with the joint policy and interests of the member states; coordinates the work of the ministries; proposes to the Assembly draft laws and other regulations falling within the competence of the ministries; appoints and relieves of duty the Heads of Diplomatic-Consular Representative Offices of Serbia and Montenegro and other officials; passes secondary legislation, decisions and other regulations required for the implementation of the laws; and discharges other executive functions. The Council of Ministers ensures the following: 1. That the ministries define proposals for determining and implementing the Council of Ministers policy, prepare the policy for the enforcement of laws and secondary legislation, prepare draft laws and draft secondary legislation, settle administrative matters and carry out administrative supervision; 2. That the organizations (institutes, directorates, archives, offices) carry out the duties of harmonization and coordination, administrative duties and technical duties [NOTE]: The state union came to an end after Montenegro's formal declaration of independence on 3 June 2006.
