The Halleck Creek resource is easily mined and capable of supplying both light (NdPr) and heavy (Dy, Tb) rare earth elements for more than a century. In addition, the Halleck Creek project benefits from a fast-track permitting advantage. Permitting for the initial, separate, and independent development phase—the Cowboy State Mine—is conducted solely through the State of Wyoming, with no federal NEPA requirements.
