I am looking for a local government position that will utilize my strong work ethic, leadership, management skills, and organizational capabilities. I have been a small-town local government manager in several northern New England for almost 20 years where I have worn many hats including personnel director, purchasing director, bookkeeper, tax collector, code enforcement officer, road commissioner, general assistance administrator, and health officer. I know how to manage and prioritize time well. I have experience in financial management: payroll processing; accounts payable processing; budget development and administration, grant writing and administration; debt issuance and management; revenue and cash management; audit preparation; planning and financial reporting; and purchasing administration (writing specifications).I have experience in personnel management: organizational planning and reorganization; employee recruitment, retention, training and development, and discipline. I have reviewed employee benefit programs, updated personnel policies, and written job descriptions, conducted performance reviews and merit pay systems. I strongly believe a good manager will create a safe and healthy workplace for your employees.I have experience in policy and ordinance development. I have written and edited numerous policies and ordinances, including Comprehensive Plan; Zoning Ordinances; Special Amusement Ordinance; Parking and Traffic Ordinances; Purchasing Policy; Financial Management and Investment Policy; and Personnel Policy.I have good project management skills. I have managed projects from planning stages to construction stages such as road construction; landfill capping; LED streetlight conversion; park improvement; historic building rehabilitation; sidewalk construction; and town forest development. I have good interpersonal skills. I served on numerous committees (FirstPark, KVCOG, ALIC) and worked closely with numerous citizen boards (Comprehensive Plan, Open Space, Conservation, Building, Budget, and Planning) and state officials (DECD, DACF, DEP, DOT, IFW, MEMA) on projects. I have experience with grants from writing to closeouts such as 3 CDBG Grants for 2 small businesses and one nonprofit; and 1 Land and Water Conservation Fund grant for a tennis court rehab; several Homeland Security grants for air packs, bunker gear, and automatic standby generators; Davis Foundation grants for the rehab. of 2 historic buildings; and 2 Stephen King grants for AEDs and Thermal Imaging Cameras; 1 MEDOT/ VTRANS grant for a sidewalk project;
