About Abdul Ilal

I am an economist and statistician (Ph.D.) with 30 years of experience in design, implementation and evaluation of macroeconomic and governance programmes as well as programme management. I have provided advisory, consultancy and research services in decentralisation and local government reform, governance, public financial management reform, fiscal decentralisation and intergovernmental fiscal relations, municipal development, agricultural finance, agricultural value chain finance, decentralised and participatory planning, local economic development, community participation and civil society, civic and voter education, budget support, aid effectiveness, monitoring and evaluation. I have worked as a statistician with main responsibilities in the production and analysis of macroeconomic and sector statistics, as well as design and quality assurance of random samplings. I have worked as project coordinator and advisor on decentralisation, local government and municipal development in Mozambique and advisor on macroeconomic support, gender and aid effectiveness in Ethiopia. I have carried out advisory and consultancy activities for various governmental and non-governmental entities, and bilateral and multilateral cooperation agencies (in Mozambique, Angola, Ethiopia, Sierra Leone, Germany and Ireland).
