Over 25 years’ experience with complex infrastructure projects and over 20 years’ experience in a senior management role with local government and Council owned utility businesses providing water supply, wastewater and stormwater services to small and large communities. Broad experience in transforming forward works programmes from an annual asset centric infrastructure capital investment approach to a customer centric program management approach using comprehensive and effective programme control systems. Experience in developing cost estimation, cost database and cost coding systems for utility organisations, critical elements for the successful implementation of projects. Successfully delivered as Program Director the installation of large diameter sewer and water trunk mains including outfalls, using open trench and tunnelling construction methods (i.e. micro tunnelling, HDD) individual projects costing up to NZ$116 million. Experience in delivering major new wastewater treatment plants and upgrades as well as sewer pump stations and sewer transfer schemes individual projects costing up to NZ$120 million. Rehabilitation/relining of deep (up to 30m), large diameter (up to 1500 mm) sewers using finite element modelling techniques for accurately determining loads on the sewer and allow design for full structural loading. Over the last 27 years working with Council and utility businesses gained experience with the operation and maintenance of infrastructure assets and the management of asset renewal and condition assessment programs. Managed the development of catchment/zone management/master plans and feasibility reports including optimising investigations and level of design for each project implementation stage. Regional planning experience with water supply and river basin studies, strategic planning experience with all 3 waters including the development of long term project plans to meet corporate strategic objectives. Experience in managing complex, large value professional service and physical works contracts.
