About Alan McGowan

With nearly three decades in flood risk management, I specialise in delivering complex, multi-disciplinary projects in the water and environmental sectors. I am a skilled project manager, design manager and technical specialist, known for my ability to manage projects from initial feasibility to construction and beyond, ensuring they are completed on time and within budget. My expertise includes flood risk management, river and dam engineering, and engineering construction management. As an NEC ECC Project Manager and Supervisor, I have significant experience in managing construction projects with a focus on quality, time and cost management. I am a Supervising Engineer appointed by the Secretary of State and Scottish Ministers to the Supervising Engineer's Panel under the Reservoirs Act 1975 and Reservoirs (Scotland) Act 2011 currently responsible for the supervision of 15 controlled reservoirs in Scotland. I am actively involved in Jacobs flood risk management business and have responsibility for the successful delivery of flood risk management projects across Scotland and in the north of England, principally for local authorities and the Environment Agency. I also lead the river engineering team in Scotland and North East England responsible for resourcing and technical development of a large team of engineers specialising in flood risk management, scour assessment and general river engineering.
