Albert Davis is an award-winning executive and President of Quantum Vetting Inc.(QV)- an Information Technology (IT) Professional Services, Management and Financial Consulting, and Service-disabled Veteran-owned Small Business (SDVOSB). QV specializes in delivering leading-edge solutions for the Homeland, Justice, State, and Defense markets. Mr. Davis leads overall operations and strategically drives customer innovation and delivery with QV's full suite of IT, Program Management, Help Desk, Contact Center, Application Development, Cybersecurity, and Analytical support services. Prior to QV, Mr. Davis was tapped for a high-profile leadership position to startup and lead the nation’s first U.S. Citizenship and Immigration Services (USCIS), Fraud Detection and National Security Program Management Office. Mr. Davis delivered USCIS’ first real-time immigration biometric and biographic screening, vetting, and information sharing operation responsible for detecting and deterring immigration fraud, public safety issues, and national security concerns. In addition, Mr. Davis delivered the nation’s first real-time immigration-based anti-fraud program named ATLAS that revolutionized how USCIS combats fraud, public safety threats, and national security concerns with automation and the expanded use of biometrics and biographic information. Mr. Davis administered an annual operating budget of $180 million, over 500 personnel, and more than $600 million in combined acquisitions. Mr. Davis came to USCIS from U.S. Customs and Border Protection (CBP). While at CBP, Mr. Davis led and operationalized many U.S. customs and border security capabilities for the U.S. Southwest Border, CBP’s Automated Targeting System, and CBP’s Enterprise Architecture. Mr. Davis has vast experience in Executive Leadership, Business Administration, Information Technology, Program Management, and National Security. Mr. Davis holds a Bachelor of Science Degree in Information Technology from the University of Phoenix and a Master's Certificate in Project Management from The George Washington University School of Business. Mr. Davis is ITIL Certified, a U.S. Government Certified Level Acquisition Professional Senior Program Manager, and a U.S. Marine Corps Veteran.
