About Alicia Rouault

Alicia Rouault is the Deputy Director of the Data Services for Benefits Delivery, where she leads a technology team to deliver on the Executive Order for Customer Experience for families and individuals facing financial shocks. Alicia began her work at The White House with the United States Digital Service in 2021 as a Digital Services Expert in Product. Formerly, Alicia led product at 18F as Director of Product Management and as Co-Director of State and Local Practice. Prior to her work in the federal government, Alicia led a digital services team for a Massachusetts state agency that serves 101 municipalities. Alicia has worked as the Senior Advisor to the Executive Director at Code for America, and CEO & Co-Founder of analytics software company, LocalData. Alicia is a winner of the Knight News Challenge for Innovation in Data. For the last decade, Alicia has worked at the intersection of technology, urban policy and data-driven decision making. She has a background in City Planning with expertise in Housing, Community and Economic Development. Alicia conducted research with MIT's Civic Data Design Lab on data-driven urban planning for resiliency, economic opportunity and transit within the Center for Advanced Urbanism; and on the design and economics of innovation districts at MIT Media Lab City Science Group. In 2012 Alicia worked as a Code for America Fellow as a Product Manager in partnership with the City of Detroit's Mayor's Office. Alicia worked with the San Francisco Office of Economic and Workforce Development and SFMade to develop a national urban manufacturing toolkit supported by the Clinton Global Initiative. On the East coast, Alicia worked in digital journalism as Assistant Editor of Urban Omnibus, where she wrote and curated content showcasing the work of urban planners, citizens, designers and technologists on city systems. In recent past, Alicia has worked in community and economic development with the City of Newark’s Division of Planning and Economic Development, Pratt Center for Community Development and Citizens Committee for New York City. Alicia holds a dual B.A. in Political Science and Ethics, Society and Law from the University of Toronto. Alicia studied Housing, Community and Economic Development and Urban Information Systems at MIT's Department of Urban Studies and Planning, and City and Regional Planning & Urban Design at Pratt Institute.
