About Allan Cogan

As the Policy Research Manager at Octo, an IBM company, I manage and review data policy research for the Common Data Fabric program, a multi-domain initiative that enables data sharing and interoperability across the Department of Defense and the Intelligence Community. With over 2 years of experience in this role, I have developed expertise in applying legal research methodology to ensure compliance with relevant authorities, such as manuals, instructions, directives, and executive orders. I also assist customers with creating data sharing agreements and monitor policy changes that may affect the program. Additionally, I am responsible for process documentation, team management, and briefing to senior officials and government stakeholders. Besides my civilian work, I also serve as an Officer in the National Guard, where I've managed 40 team members with focus on developing and managing personal and professional development. Collaboration with management in producing standard operating procedures, as well as providing mentorship and guidance to individual members, and briefing operations orders up the chain of command. Developed and honed problem-solving skills in a fast paced, three-dimensional environment. Furthermore, I am the host and founder of Crafted Conversations, a podcast that showcases the craft of small businesses within the alcohol industry. Through this passion project, I have leveraged my interviewing, graphic design, and Adobe Creative Suite skills to produce engaging and informative content for my audience.
