Background
About Allison G.
I am a Health Emergency Preparedness and Response leader with WHO Nepal, supporting the Government of Nepal to strengthen national and subnational health security systems in one of the most hazard-prone settings in the WHO South-East Asia Region (SEARO).I lead and coordinate multi-sectoral preparedness and response initiatives that translate WHO normative guidance, regional priorities, and donor investments into operationally functional systems adapted to the local context—ensuring countries are better prepared to detect, assess, and respond to public health threats. My work focuses on building sustainable government-led capacities across the preparedness–response continuum, aligned with the International Health Regulations (IHR 2005), Joint External Evaluation (JEE) recommendations, and national strategic plans and priorities. Strengthening these capacities in Nepal contributes directly to regional health security, given cross-border mobility, shared risks, and the interconnected nature of health emergencies in SEARO. Leading national and subnational initiatives on emergency preparedness, surveillance, rapid response, and incident management Strengthening multi-hazard preparedness systems, including alert and response frameworks, rapid risk assessment, laboratory readiness, oxygen systems, and emergency care Coordinating and stewarding donor-financed programmes (including Pandemic Fund, PIP, Unitaid, and others) to ensure alignment with national priorities, accountability, and measurable impact Advancing capacity building at scale through standardized training packages, learning resource development, and institutionalization of preparedness functions Bridging policy, operations, and partnerships by working closely with MoHP centres and divisions, provincial governments, WHO SEARO and HQ, development partners, and implementing stakeholdersI am driven by the belief that preparedness must work in practice, not just on paper. My work is focused on strengthening resilient health systems, reinforcing government leadership, and ensuring that WHO’s technical and normative mandate results in faster detection, coordinated action, and more effective health response—nationally and across the region.
