Co-author with Mildred Warner of "The Razor's Edge: Social Impact Bonds and the Financialization of Early Childhood Services," published in the Journal of Urban Affairs, and "A Policy Outcomes Comparison: Does SIB Market Discipline Narrow Social Rights?" published in the Journal of Comparative Policy Analysis. Served two years in the U.S. Department of Agriculture's Rural Development agency, working on issues of business development, rural broadband, and public-private partnerships. Previously served two years expanding development philanthropy in southeastern Kentucky through the Appalachian Rural Development Philanthropy Initiative and organizing the localist advocacy group InVision Hazard.
