Responsible for supervising the Library of Congress (LOC) Capital Campus custodial, building services, labor support, and quality control for over 4 million square feet of Federal Government Office space and cultural institution. • Serve as the Library’s Contracting Officer’s Technical Representative (COR) for the 7M dollar custodial services contract, Labor Support contract and Carpet Maintenance contract and liaison with contractor(s) on major LOC contracts for a variety of facility services requirements. • Integrate current industry standards and trends to meet critical safety requirements for staff members to ensure they meet the mission and objective of Facilities Operations (FACOPS). • Analyze building related custodial deficiencies, reviews related techniques or benchmarks, and develop new and modified techniques, criteria, and information required for changes in programs. • Serves as a recognized service unit expert in facility operations to maintain appropriate communications/coordination with the customers that include the Architect of the Capitol, The US Capital Police, Facility Design and Construction, Public Programs Services and other offices as required. • Work directly with the Facility Manager to develop effective budget forecasting strategies to request required resources through appropriate channels to ensure resources are available to support custodial and building services. • Develop budget justifications to present to contracts, monitor and execute the expenditure of funds, and track contract burn rates. • Develop Performance Work Statements of Work (PWS) based on facility and support requirements. • Work collaboratively with the ISS Finance contracting coordinator and the LOC contracting officer to issue contracts as required. • Design, create, coordinate, and facilitate presentations to support the overall mission of Facility Operations and the Operation Support Operations (OSO) companywide.
