About Andreea Savin

With a professional career spanning over two decades, I have accumulated extensive experience in providing consultancy services for technical assistance projects and programs funded by the European Union as well as management experience of company level. This experience extends to both pre-accession and post-accession funds in various countries, including Romania, Moldova, and other EU member states. In addition to EU funds, I have also worked with renowned donors such as the World Bank, USAID, and UNDP. I have also gained valuable management experience at the company level from the previous an current management roles. Also my expertise in management and leadership has been enhanced through hands-on involvement in more than 50 projects funded by EU resources, covering pre-accession and Structural Funds, at both national and international levels. I have a proven track record of effectively applying the Project Cycle Management (PCM) approach as a comprehensive tool for project planning, monitoring, and management. My proficiency spans across the spectrum of European Funds, encompassing activities such as program design, project assessment and selection, program evaluation, and the development of communication strategies for European Funds. I also possess an in-depth knowledge of the general and specific community legislation related to Economic and Social Cohesion. In my current role as a partner at Civitta, I am primarily dedicated to the Policy domain, with a focus on evaluating EU structural funds-funded programs. I have been actively engaged in various impact evaluation projects, including assessments of programs like the Transport Operational Programme, Human Capital Operational Programme, with particular emphasis on areas such as education, social inclusion, and technical assistance. Additionally, I am currently a Team Leader in the ongoing simplification and digitalization project for the General Secretariat of the Government.
