About Andrei Serban

As Development Team Lead for TOKAI v4 and ASMT v6, I lead the design and delivery of two of EUROCONTROL’s most critical aviation-safety platforms, built in partnership with JLG Consulting- TOKAI (Tool-Kit for ATM Occurrence Investigation) supports the full lifecycle of occurrence reporting and investigation, helping ANSPs comply with European safety regulations and strengthen their internal safety-management systems- ASMT (Automatic Safety Monitoring Tool) automatically detects and analyses ATM-related events from surveillance data, enabling proactive risk management and continuous improvement. My role combines technical leadership and domain expertise: defining architectures, driving agile delivery, mentoring developers, and ensuring the software remains scalable, reliable, and aligned with the needs of safety analysts and regulators. Every release is a step toward safer, smarter skies — enabling ANSPs to better understand operational risks, prevent incidents, and foster a just culture of safety. I’m passionate about using software engineering to make complex systems safer, more transparent, and more resilient.
