Andrei Soltan, Dipl. Ing, MAE, APAEWE, MCIArb Recognised by Lexology Who’s Who Legal in multiple categories since 2019, I am a forensic delay expert and accredited engineer with over 20 years of industry experience, including nearly 13 years in construction and civil engineering. Currently, I lead HKA’s operations in Singapore as Principal and Country Manager. I specialise in complex delay matters and act as an expert witness in high-value arbitrations and adjudications across APAC, including giving evidence at ICC and DAB hearings and under concurrent evidence (“hot-tubbing”). My work has supported disputes exceeding $400 million on projects valued up to $1.3 billion, covering infrastructure, power, oil & gas, offshore wind, technology, residential, and commercial developments. I also have experience advising on linear projects, including roads, rail, pipelines, and transmission infrastructure. Praised by WWL for my “deep knowledge, accessible explanations, and top-tier practice,” I focus on simplifying complexity and delivering robust, data-driven insights to support fair resolution of disputes and informed decision-making. I hold a Diploma Engineer (Master’s level equivalent) in Mechanical and Industrial Engineering from the University Politehnica of Bucharest, and bring a strong technical foundation combined with practical expertise developed on-site. My background in project planning, quality management, and health & safety supports a technically sound and commercially focused approach to delay analysis and expert reporting. Alongside my expert work, I regularly publish articles and deliver talks to clients and industry professionals, sharing practical insights on delay analysis, project risk, and dispute resolution in construction.
