About Andrew Carpenter
From 2006 to 2022, Andrew Carpenter was the Chief of the UN Police Division’s Strategic Policy and Development Section in New York. He led the three HQ police units responsible for the development of strategic concepts and policy; planning and assessments; and cross-cutting thematic initiatives for UN Police-related activities in DPO-led peacekeeping operations, DPPA-led special political missions and a growing number of non-mission settings worldwide under the auspices of the UN Global Focal Point arrangement for the Rule of Law (GFP). He and his team won a 2009 IACP Webber Seavey Award for Excellence in Law Enforcement in recognition of their work to improve the training of police peacekeepers being deployed to Darfur. From August 2002 to November 2006, Mr Carpenter was the Executive Officer (Political Affairs) of the Strategic Police Matters Unit of the Organization for Security and Co-operation in Europe (OSCE) in Vienna, Austria; where he designed and supervised police reform programmes in the former Soviet Union and former Yugoslavia. He also formulated the basis of the OSCE’s future strategy for Security Sector Reform, as well as contributing to that of the EU, OECD and UN. From May until his expulsion by the Belarusian authorities for ‘activities incompatible with his diplomatic status’ in June 2002, he served as the Counsellor - Legal and Political Affairs of the OSCE Advisory and Monitoring Group in Belarus. This incident led Mr Carpenter to be the subject of European Parliament Resolution P5_TA(2002)0329 and commended in the UK House of Commons (23 July 2002) and House of Lords (9 October 2002). From December to May he was the Senior Planning and Training Officer of the Domestic Capacity-Building Division, OSCE Mission in Kosovo. Throughout the period 1998 to he acted as a Political Analyst / Election Expert for the OSCE Office for Democratic Institutions and Human Rights (ODHIR); operating in the Balkans, Eastern Europe, Caucasus and Central Asia. Before his secondment by the Foreign and Commonwealth Office to the OSCE, Mr Carpenter was a faculty member at the universities of Portsmouth (UK), Warsaw and Wrocław (Poland), and a visiting scholar at the University of Virginia (USA). Mr. Carpenter retired from the United Nations in 2022 and was appointed as a Senior Lecturer in the School of Law, Policing & Social Sciences at Canterbury Christ Church University in the UK.
