About Andrew Winz

I design and lead enterprise GIS systems that make spatial data work smarter—for cities, for emergency responders, and for real-world results. With more than 15 years of experience across municipal GIS operations, cloud GIS strategy, and public safety mapping, I bring a hands-on, strategic approach to building platforms that scale and support critical decisions. In my current role with the City of Portsmouth, I oversee a GIS program, lead a small team, and manage over 1.5 terabytes of spatial data across five servers. I've implemented scalable GIS environments in AWS and Azure, integrated with Tyler EAM, and delivered 3D modeling and LiDAR analysis for 46+ square miles of urban terrain. I also support FEMA disaster response through the U.S. Coast Guard Auxiliary, leading a 14-person geospatial support unit. As an ESRI User Conference presenter, I contributed directly to ESRI’s development of Survey123 and the Community Health Survey Solution. Whether I’m mentoring students, supporting public safety teams, or architecting next-generation GIS infrastructure, I focus on turning data into insight and insight into action.
