A true creative, he started and ran a cognitive systems engineering group to develop bleeding edge computer-based training and early development of distance learning. A West Point graduate, Andy is a retired Army officer with three graduate degrees. Highlights in reverse historical order include: • Supporting the program management of the Directed Stockpile Work Program at the Los Alamos National Laboratory. • Leadership positions during the formation and implementation of the Manufacturing Systems and Methods Division focused on business and manufacturing infrastructure. • Development and presentation of interactive simulations for counter terrorism at the National Defense University. • Project leader and principal investigator for non-lethal weapons technologies. • Creating and leading the Cognitive Systems Engineering Group that brought together computer science, instructional technology, and information technology for the development of computer-based training and intelligent tutoring systems. • At the Supreme Headquarters Allied Powers Europe, managing the introduction of the Patriot missile system into NATO, the retrograde of the Nike Hercules system, and several operational issues of highest importance to the Alliance. • Authoring numerous publications in nuclear weapons doctrine, information technology related to training systems, military operations, and science and engineering.
