About Andy Handouyahia
More than 23 years of experience in the area of data, methodology and evaluation across GoC (Statistics Canada, Treasury Board Secretariat, and recently Employment & Social Development Canada). Received the Assistant Deputy Minister Award for innovation in 2014 and GoC Award for excellence in service delivery in 2009. More than 10 years of experience in managing program evaluation at Employment and Social Development Canada with particular expertise in data, methodology, econometrics and quantitative data analysis. Have been leading multidisciplinary teams to conduct complex projects in the area of quantitative data analysis to support evaluation projects related to labour market, education, social and income security programs in order to better support decision making for policy development. More than 25 years of experience in applying innovative data development techniques, modern data modeling using best practices in data management and business intelligence, statistical analysis, econometrics, machine learning methods, data mining and AI algorithms. As a manager or A/Director, I gained an extended experience and skills in planning, people management, human and financial resources management. I have also gained an extensive experience in managing large-scale projects in collaboration with multiple stakeholders that often require deadlines under pressure and budget constraints. Recently, I have led through Evaluation Directorate at Employment & Social Development Canada, a multi-year complex project to support decision making for policy development through program evaluation. More specifically, I led a multidisciplinary team in the implementation of a modern data environment to enable effectively evaluations, policy analysis and research in the area of labour market programs. A very successful and innovative project in terms of effective use of administrative data to support policy development. The approach consists of using most recent data science techniques for integrating a complex administrative data sources into a flexible and rich longitudinal administrative data platform to enable and facilitate effective net impact evaluations and enable broader policy analysis and research studies. I led this multiyear project in collaboration with different internal/external stakeholders and with the support of intl. experts. I presented this innovative work in a many international conferences and workshops including (Canadian Economic Association, Metropolis, SCSE, ACFAS, UN/UNICEF workshop in Panama, OECD workshop in Brussels).
