About Andy Small

Andy is a dam safety specialist providing services to the mining and hydropower industries around the world. He is based in Fredericton, New Brunswick. For the mining sector, Andy has led dam designs and dam safety reviews for a number of mining clients. In addition, he provides services related to tailings planning, water management, and mine closure. Andy has also led dam designs and dam safety reviews for the hydropower sector, including a number of dam rehabilitation designs. He has over 35 years of experience and is supported by a team of professionals in North America. He is an experienced project manager, lead designer, and engineer of record. Mr. Small also facilitates and leads decision analyses and risk assessments for a variety of clients and projects. Andy has been very active in the Canadian Dam Association as a board member and volunteer. He established and chaired a committee in the CDA that focused on dams in the mining industry and was the lead author for a guidance document that supplements the core CDA Dam Safety Guidance (issued in 2014). He has led and been involved with a number of other initiatives in CDA that are advancing the state of practice for dam safety: site characterization, engineer of record, environmental consequences, tailings dam breach, defining when a dam is no longer a dam, and slope stability for mining dams. Andy is also active in the International Commission on Large Dams and was the chair of the Committee on Tailings and Waste Lagoons from January 2022 to December 2023. He was a contributor to Bulletin 194: Tailings Dam Safety Guidelines and has worked to promote use of the Bulletin around the world. He is a co-chair of a joint working group between CDA and USSD that supports the Engineer of Record concept. Amanda Adams from USSD is the other co-chair.
