About Anna Morgan

I am one of the two founding partners of Bird & Bird's Ireland office (opened in June 2022) where I lead the Privacy and Data Protection practice, providing clients with a full spectrum service of compliance, advisory, transactional and regulatory support across all aspects of Irish and EU data protection law. I was formerly the General Counsel and a Deputy Commissioner at the Irish Data Protection Commission (DPC) where I established and led the Legal Function and the Children’s Policy division. During my time at the DPC, I regularly represented it at EDPB plenary and expert subgroup meetings, and I was the lead rapporteur for the Article 29 Working Party/EDPB Guidelines on Transparency under the GDPR. I am a regular speaker at privacy and data protection conferences internationally, I guest lecture at professional and academic institutions and I have appeared as a witness before various Irish parliamentary committees including in relation to online safety. I am currently undertaking a Ph.D. on children’s data protection rights under the GDPR at Trinity College Dublin. Since joining Bird & Bird, in addition to supporting clients across all their privacy and data protection needs, I have made it my mission to raise awareness of children’s data protection, digital rights and online safety issues by producing multimedia content and helping clients in the technology, gaming and media sectors to navigate the complex intersection between the GDPR, the UN Convention on the Rights of the Child, online safety and content moderation issues and forthcoming EU legislation in this space. I'm passionate about these issues and genuinely believe that privacy lawyers have an important role to play in helping make the online world a safer, more enriching environment for children.
