About Anna Solow-Collins

I am currently an economist with the USDOT Volpe Center focusing on program evaluation and data-intensive economic research. Over my career, my work has incorporated a variety of research methods, including analytical techniques (statistical analysis, experimental designs, regression modeling, machine learning, natural language processing, time-series/forecasting, geospatial analysis, classification, webscraping, and hierarchical linear modeling), interviews with subject matter experts, and facilitation with stakeholders. At the Volpe Center I have conducted quantitative evaluations of programs that fund a wide range of multi-modal projects, from highway infrastructure to innovative technology solutions. I have assessed project performance and compliance as well as developed custom data dashboards to continue the monitoring of projects. For Federal Highways, I lead the development and analysis of the national dataset on vehicle-hours of travel, derived from segment-level data. I am a lead author of the Annual Program Reports on the ATCMTD grant program. During my time at NYC OMB, I was a co-author of the quarterly reports on current economic conditions and corresponding sections of the budget. For these reports, I analyzed and forecasted labor, real estate, and tourism trends in the City. With UChicago Urban Labs, I conducted evaluations of education and criminal justice programs using experimental designs. I have presented my work to senior leadership, at conferences, and as webinars.
