I currently serve as the Chief of the Office of Compliance and Regulation (OCR) Field Operations, at the Maryland Cannabis Administration, where I provide leadership, strategic direction, and managerial oversight of all regulatory compliance, inspection, and enforcement functions for the State of Maryland’s cannabis industry. In this role, I work closely with the Office of the Attorney General on compliance and enforcement matters and represent the Administration at industry meetings, trade organization events, and stakeholder engagements. Prior to this position, I served as the Director of the Bureau of Enforcement and Compliance (BEC) at the former Maryland Medical Cannabis Commission, where I held similar responsibilities overseeing enforcement operations and regulatory compliance during the early development of Maryland’s medical cannabis program. Before transitioning into cannabis regulation, I completed a 30-year career in law enforcement as a commander within a major metropolitan law enforcement agency in the Baltimore–Washington corridor. Throughout my career, I developed a strong reputation for leadership, team building, and problem solving while managing complex public safety operations. My experience includes emergency preparedness and response management, crisis and emergency communications, criminal investigations, budgetary and fiscal management, training and professional development, and background investigations. I pride myself on being a transformational leader focused on building strong teams, fostering collaboration, and developing effective solutions to complex regulatory and operational challenges.
