About Antony Pemberton

Antony Pemberton (1975, London, UK) is currently Professor at the Leuven Institute of Criminology and Senior Researcher at the Netherlands Institute for the Study of Crime and Law Enforcement (NSCR) in Amsterdam. He has a background in political science and criminology. His primary academic interests concern the broad topics of "Victims and Society", in particular, cultural and narrative victimology and the ethics of victimology and of "Humane Responses to Injustice", including the study and implementation of restorative processes. He has published over 140 articles, books, and book chapters on the subjects of victimology and restorative justice. Amongst others, he has co-authored a book on victims of terrorism, co-edited a volume on victims of international crimes, published a series of articles connecting moral philosophy and ethics to theories of restorative justice, and completed evaluations of mediation in criminal affairs, victim impact statements and victim compensation procedures as well as the implementation of EU Victims Instruments. He is currently the supervisor of twelve Ph.D. researchers. As an adviser to the EU, he played a key role in developing the EU directive on victims’ rights. As a consultant for the Council of Europe, he did the same for the recent (March 2023) Victims' Recommendation. As main proposer, he was awarded a COST-Action (CA18121) on Cultures of Victimology in 2018. He is a member of the supervisory board of Restorative Justice Nederland, and chairman of the Bianchi Herstelrechtstichting. In 2025 he was awarded a personal VICI-grant by the Netherlands Organisation for Scientific Research (NWO) for the project 'A Narrative World of Victimization'. Specialties: Cultural victimology, narrative victimology, restorative justice, victims in a political context, ethics and victimization.
