About Arsene Frederic

Arsene Frederic Jr. is a policy strategist and researcher with seven years of cross-sector experience advancing legislative and regulatory priorities across education, energy, and workforce development. He has helped secure over $10 million in public and private funding to expand broadband, career and technical education, and job training programs, impacting more than individuals nationwide. A skilled coalition builder, Arsene supported the passage of state legislation that generated $3 million in new investments and has worked across government, business, and philanthropy to align strategy with execution. As a Congressional Fellow with the Congressional Black Caucus Foundation, he contributed to national policy goals under the National Defense Authorization Act and supported federal appropriations and legislative negotiations. At Arabella Advisors, he advised advocacy groups and nonprofits on lobbying strategy, public-private partnerships, and initiatives across public health, sustainability, and technology. Arsene has held roles with the Urban Leaders Fellowship, contributing to a 15% increase in education and workforce funding, and was selected for the inaugural Urban Leaders Executive Leadership Institute. He has served in both local government and the federal executive branch, supporting innovation and data strategy at the U.S. Department of Housing and Urban Development. In 2024, he was named a Bryce Harlow Fellow, a nationally regarded honor for emerging leaders in government affairs committed to ethical advocacy and policy. That same year, he was awarded the Ernest E. Just–Percy L. Julian Graduate Research Assistantship at Howard University and served as a Graduate Fellow at Howard’s Center for HBCU Research, Leadership & Policy, where his work explored the role of HBCUs in advancing national tech and infrastructure priorities. Arsene is a Ph.D. candidate in Policy Studies at Howard University, where he will graduate in May 2026. His research focuses on (1) access to higher education and (2) how emerging technologies, such as smart grids, energy storage, and AI, are shaping public service delivery and policy decision-making. He holds a bachelor’s degree from Florida State University and an MPA from American University. A native of Fort Lauderdale, FL, Arsene is based in Washington, D.C, and works nationally across academic, advisory, and policy arenas.
