About Aryan Agarwal

Aryan is a Policy Analyst at the Directorate for Science, Technology and Innovation (OECD), where his work spans frontier technology, multilateral negotiation, and industrial policy. Much of his time goes into the mechanics of getting governments to agree on anything: drafting Ministerial statements, negotiating consensus across member delegations, and producing briefs for the Secretary-General and the STI Director. Over the past two years, this has drawn him to AI governance and safety as a primary research interest, examining how multilateral regimes keep pace with technologies that evolve faster than institutions can adapt. He consulted the U.S-China Economic and Security Review Commission on frontier technology risks. His first role at the OECD was as a Research Intern, where he used SQL and Python to analyse innovation and funding patterns across millions of firms. Earlier policy work includes internships at the World Bank and the United Nations (ESCAP).Outside policy, Aryan has co-founded ScopeX Money, a Europe-to-India cross-border fintech that raised from the Stellar Foundation and scaled to users processing $10M in transaction volume. He has also worked as an Investment Analyst at VU Venture Partners, a $100M deep-tech fund, where he assessed 200+ AI and deep-tech startups and built a qualified deal-flow network spanning 100+ accelerators, incubators, and venture funds. It gave him a close view of how technical systems, regulatory environments, and capital allocation interact, which now shapes his thinking about AI policy.Aryan holds a Master's in International Economic Policy from Sciences Po Paris and a Bachelor's in Economics Research from Shiv Nadar University (top 1% of his class).
