About Austin McCourt

Grants Management Specialist with FEMA Region 1’s Mitigation Division, where I support both disaster and non-disaster programs including the Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), FMA Swift Current, BRIC, and LPDM. My work focuses on strengthening community resilience and reducing future risk through strategic grant implementation and oversight. Previously, I served as a FEMA Reimbursement Advisor at Guidehouse, assisting the Massachusetts Emergency Management Agency (MEMA) in their efforts to support COVID-19 pandemic recovery efforts through FEMA’s Public Assistance program. In this role, I applied federal and state policy to complex recovery operations and developed skills in public sector consulting, financial compliance, and data analysis. I also worked with the National Park Service through the Student Conservation Association (SCA), crafting educational content on Russian-American and Alaska Native history. This experience combined public outreach with research-driven storytelling. I hold a B.A. in History (European Concentration) and a B.A. in Russian Language & Cultural Studies from the University of Vermont. My academic background supports a detail-oriented, research-informed approach to problem solving and public service.
