Background
About Bailey Norris
I am a data-informed, equity-driven housing and public health professional with experience in ESG/HUD compliance, policy analysis, and program evaluation. My work centers on leveraging research, data systems, and community collaboration to drive more equitable outcomes in housing and homelessness services. With a background in Continuum of Care (CoC) coordination and a deep understanding of the structural determinants of health, I specialize in identifying service gaps, supporting compliance reporting (APR, CAPER, PIT/HIC), and translating complex data into actionable insights. I’m particularly interested in research that informs sustainable housing policy, cross-system coordination, and the development of inclusive service models. I am currently pursuing a Graduate Certificate in Public Health Fundamentals at the University at Albany and will begin a dual-degree program at the University at Buffalo, SUNY in Fall 2025, where I’ll be earning a Master of Science in Real Estate Development (MSRED), a Graduate Certificate in Affordable Housing, and a Master of Science in Finance (STEM-designated). This interdisciplinary training will strengthen my ability to integrate financial analysis, real estate development, and public health strategies to advance affordable housing and equitable urban development. I’m motivated by the opportunity to support just, data-informed decision-making and contribute to systems where all individuals can thrive. I welcome collaboration with analysts, researchers, and practitioners focused on equity, housing, finance, and systems change.
