About Bernadette Carter

My working life has been focused on policy and program change in health and community services. I enjoy complex project management required to create meaningful improvements to human services policy and the experience of consumers. I recently held a senior project management and program development role in the North Coast Primary Health Network as Deputy Director Patient Centred Medical Home (2019-2023) and was the Senior Program Manager for Winter Strategy prior to that (2017-2019). This follows substantial experience in the public sector in Queensland, primarily in the disability sector (as Manager, Principal Program Officer and Senior Project and Program roles and other key areas of public service delivery such as mental health and child care. I have a skillset that applies to high-level strategy, with strong attention to detail and execution. I also have varied and extensive stakeholder engagement experience and the interpersonal skills to work effectively with senior executives, project delivery teams and consumers. I understand the importance of stakeholder engagement across a wide spectrum of interested and affected parties. My attention to detail and results is a key characteristic of my working style. I am presently an independent contractor having founded my own entity, Working Plan, to provide project and program management by contract, for health and community services. Working Plan is also the auspice for my service as a registered Plan Manager to NDIS participants. You can find out more about the services I provide at
