Experience negotiating and managing contracts and agreements for Public/Private Partnerships and development on behalf of the City of Chicago. These deals involve public and private infrastructure, public facilities, land sales, property tax incentives and the development of commercial, office, residential, institutional and industrial transformative projects, such as- 100+ new or improved facilities with CPS, CTA and Chicago Park District- Bronzeville Lakefront - bond proceeds to fund public improvements and City land sale- City Hyde Park - residential and commercial project- Harper Court - transformative office/commercial development with public/private open space- Oakwood Shores and Lake Park Crescent - mixed income developments of former CHA properties- W. Lake - office space with public/private park space using air rights over former train tracks- BUILD - expansion of a community center for at-risk youth- mHUB - rehab of a former industrial building to house modern hard-tech lab space - Host Community Agreements in many contracts for local hiring, internships, park and infrastructure improvements and other benefits. Partner with public, private and non-profit sectors to facilitate development and generate revenue, often combining incentives, esp. Tax Increment Financing (TIF), Federal and State grant funds, property tax incentives and other tools. Negotiate, implement and monitor performance of existing contracts and public/private partnerships. Review development proposals for financial viability and transformative potential. Part of a team tasked with awarding $100M in American Recovery Plan funds to non-profits and entrepreneurs, esp. in underserved areas. Continually recalibrating the process for funds to be as accessible as possible. Manage staff and consultants to prepare long-range plans, including land use studies and revenue forecasts, to implement 30+ financial incentive districts, resulting in over $1B in revenue for the City. Formerly managed the City's Small Business Improvement Fund (SBIF) program. Assisted with the issuance of taxable and tax-exempt debt on behalf of the City. Bring projects, contracts and partnership agreements through the various Boards and City Council approval process. Engage with elected officials and community stakeholders. Work experience includes City budget analysis, assistant director of a federal grants program, legislative analysis.
